Have you started the game at least once without any mods after the new launcher was released?
Just open up your modname.mod file in your mod folder in notepad, then click "save as" and make sure that in file type, UTF-8 and NOT UTF-8 (with Bom) is selected, then save your file. i have deleted all my mods and then reinstalled the game started the game with no mods and still the majority of my mods have this error. If you see half your mods disappear those are installed but are not recognized while the mods that remain will work. If the above doesn't work, we'd advise doing a complete, clean re-install of Hearts of Iron IV.
For anyone who finds this thread now and can't get the mods to work even after starting the game and then exiting, the solution is in fact extremely easy. "One of my modded files doesn't work at all!"
I have the same problem. My Mod from the Workshop named ,,coloured Buttons" dont work. I deinstalled all mods and started the game. This can be frustrating, but the good news is there are some ways to deal with the problem! Yep ive got the same issue whether its 1.10 or 1.10.2 beta. We have started this mod with four countries and it aims to add focus trees. Delete the mod folder and everything in it; Delete a file called mods_registry.json; Now re-subscribe to your mods and proceed; Doing a Clean Re-Install of HoI4. decided to play some HOI4 and notice that all my mods say "something wrong with the download files". If the buildings file isn't updated then the game will eventually crash because of it. It works. Paradox is aware of the issues users are having with the new launcher, and have their own troubleshooting advice, so looking into that is another option.

They are showing up in the launcher too and they are all enabled. Then i installed all mods and started again. The mod data must have the same file and folder structure as the game's directory itself. Should i do this? descriptor.mod file inside the mod folder - this file should contain the same information as the first .mod file (Note: The File must use the descriptor.mod name and must NOT be saved in UTF-8 BOM format) Combining multiple of these mods makes the game even more unstable.
